With recent capture of Ed "Staircase" Coss the local authorities in Port Clinton are pretty proud of themselves. However, J.Edgar Hoover of the recently created Bureau of Investigation want to make a statement and have claimed this notorious gangster for their own. Under pressure from Washington, the Govenor of Ohio has forced the local constabulary to hand over Coss to the Feds where he will be whisked away to stand trial, in a very public forum, for his various nefarious dealings. Will "Staircase get handed over to the Bureau or will his gang rescue him and set him free?
